Social Taxi Project for People with Disabilities in Odesa: A Joint Initiative by “Chirikli,” the Council for Accessibility, and the NGO “Bezbarierni”

Odesa, one of Ukraine’s largest cities, is becoming more accessible for people with disabilities through the development of social infrastructure and barrier-free programs. A significant step in creating an inclusive urban environment is the launch of the social taxi project, designed to provide convenient and safe transportation for people with disabilities.

This project, piloted in Odesa, focuses on acquiring five specialized vehicles to offer social taxi services. Each vehicle, imported from Europe, costs approximately €15,000–€17,000, including customs clearance in Ukraine. The initiative aims not only to improve mobility for people with disabilities in Odesa but also to showcase a successful model for other cities across Ukraine, where accessibility remains a pressing issue.

The project is implemented in collaboration with the “Council for Accessibility” under the Odesa mayor’s office and the NGO Bezbarierni. It is part of a broader strategy to implement the Regional Action Plan for the protection and integration of the Roma national minority into Ukrainian society by 2030. Moreover, the project strengthens civic engagement among national communities, including the Roma community.

Our Plan for the Next Four Months:

• Purchase five specialized vehicles for the social taxi service. These vehicles will ensure access to healthcare, cultural events, educational institutions, and other essential locations for people with disabilities.
• Create an inclusive environment in Odesa and the surrounding region, where everyone, regardless of physical abilities, can have equal access to critical services and actively participate in community life.
• Support community initiatives working to improve accessibility and advocate for the rights of people with disabilities in Ukraine, fostering their involvement in local decision-making processes.
