Yulian Kondur, Project Manager at the Roma Women’s Fund “Chirikli,” took part in the presentation of new OSCE/ODIHR recommendations on integrating Roma and Sinti issues into the work of national human rights institutions and equality bodies.
National human rights institutions have the mandate and resources to become a reliable mechanism for protecting the rights of Roma communities. These new recommendations offer concrete tools — from strategic planning and staffing decisions to legal actions and building trust with local communities — to help integrate Roma concerns into daily practice.
For Roma communities that have faced discrimination for decades, it’s crucial that state institutions act not only reactively, but proactively — systematically, consistently, and with an understanding of the historical and social context.
As civic space continues to shrink and vulnerable groups face increasing pressure, strengthening the role of human rights institutions becomes critically important. These new recommendations can serve as a vital framework for countries across the region.
