Statement Regarding the Incident in the Roma Settlement in Zakarpattia

We are deeply concerned by reports of an incident that occurred yesterday in a Roma settlement in Zakarpattia, during which at least two civilians — a woman and a child — as well as several representatives of the Border Guard Service were injured. According to available information, gunshots were heard in the settlement.

No Place for Collective Responsibility

We emphasize: in criminal justice, there is no such concept as “collective responsibility.” If an offense is committed by specific individuals, only those individuals should be held accountable. Any attempt to impose collective punishment on the community is unacceptable, unlawful, and contrary to the fundamental principles of human rights.

What Triggered the Conflict

According to our information, the conflict began after a group of 13 Roma individuals illegally crossed the border into Slovakia. They were returned to Ukraine, after which representatives of the State Border Guard Service arrived in the settlement — which led to the escalation.

Our Demands

  • Ensure a prompt, thorough, and impartial investigation of the incident;
  • Guarantee legal assistance for affected members of the Roma community;
  • End the practice of collective persecution of Roma based on ethnic identity;
  • Maintain transparent communication from state authorities to prevent further tensions and the spread of biased narratives.

The Roma of Ukraine are citizens who deserve the same rights and responsibilities as all others.
