The purpose of this work is to hear people’s voices directly and understand the problems and challenges they face in everyday life. The survey primarily addresses issues related to civil documentation, access to education, healthcare, social protection, employment, and the use of public services.
From surveys to practical guidance at the local level
Based on the collected responses, the Roma Women’s Fund “Chirikli”, jointly with the Ombudsman’s Office, held a series of awareness-raising events with the participation of representatives of local self-government and public authorities.
During these meetings, participants discussed practical ways to address the issues Roma communities most often encounter, as well as the responsibility of the state to uphold and protect the rights of Roma people.
Awareness-raising events in Zakarpattia communities
A special role in this work was played by the mediators of the Roma Women’s Fund “Chirikli”, who independently held an additional six awareness-raising events directly in Zakarpattia communities — in Vynohradiv, Mukachevo, Kholmok, Svaliava, Uzhhorod, and Berehove.
More than 120 adult Roma women and men took part in these activities.
During the meetings, mediators:
▫️ explained how to exercise and defend one’s rights;
▫️ provided information on obtaining and restoring personal documents;
▫️ discussed access to education, healthcare, and social services;
▫️ explored employment opportunities;
▫️ supported dialogue between Roma communities and local authorities.
Information support and a systemic approach
Participants received informational brochures prepared jointly by the Roma Women’s Fund “Chirikli” and the Office of the Ukrainian Parliament Commissioner for Human Rights.
This work is part of the Fund’s systemic approach — from collecting experiences and identifying the needs of Roma communities to providing practical guidance and building cooperation with authorities at the local level.
In February, a presentation of the survey results for Roma people living in Zakarpattia region is planned jointly with the Ombudsman’s Office.
