The issue of documenting Roma in Ukraine is not only an administrative matter, but also a question of dignity, equality, and access to fundamental rights. This is the focus of a short video featuring Yulian Kondur, representative of the Ukrainian Alliance of Cities and Regions for Roma Inclusion.
At the center of the message is every person’s right to citizenship and the importance of ensuring that Roma in Ukraine have the documents needed to access education, healthcare, social services, and meaningful participation in public life.
A Right Guaranteed by the Constitution
In the video message, Yulian Kondur refers to Article 25 of the Constitution of Ukraine, which states that no citizen may be deprived of citizenship or of the right to change it.
In this context, documenting Roma is not a formality. It is a practical way to realize constitutional rights and affirm that Roma are a full and equal part of Ukrainian society.
A Passport as Access to Rights and Opportunities
A Ukrainian passport is more than a document. It is access to public services, education, employment, healthcare, and real visibility before the state.
