Inclusion Without Exclusion: Chirikli on Community Rights in Ukraine’s Resilience

On April first, representatives of civil society gathered to discuss the proposed Catalogue of Solutions for achieving Ukraine’s resilience vision. The initiative was supported by the
International Renaissance Foundation.

Participants focused on the first draft of the document, particularly the sections on “Human Capital,” “European Integration,” and “Defense and Security”.

Inclusion as the Foundation of Resilience

The Roma Women Fund “Chirikli” contributed to the discussion, emphasizing the need to systematically address the challenges and needs of national minorities and vulnerable groups.

Representatives of the organization stressed that without equal rights, neither Ukraine’s European future, nor its recovery, nor the development of an inclusive society is possible. Ignoring these issues creates risks for society as a whole.

Civil Society as a Co-Creator of Policy

Work on the document is ongoing, and the organization will continue to advocate for the inclusion of the proposed provisions in the final version.

The document is expected to be presented at the Ukraine Recovery Conference, which will take place this year in Poland.

What is the Solutions Catalogue

The Solutions Catalogue is a strategic document developed by representatives of Ukrainian civil society. Its purpose is to propose practical tools for strengthening Ukraine’s resilience, recovery, and integration into the European Union, even in wartime conditions.

The document covers key transformation areas:

Community capacity—strengthening local governance, introducing self-assessment systems, and investing in people and processes.

Democracy and participation—expanding citizen engagement through public consultations, digital tools, and strengthening civil society organizations.

Human capital and social policy—developing affordable housing, supporting relocated communities, deinstitutionalization, and adapting education to wartime economic conditions.

Accessibility—moving from formal compliance to real accessibility and inclusion across all areas of life.

It is a roadmap for Ukraine’s transformation, where civil society acts not as an observer, but as an active co-creator of public policy.
