Discussion of Roma women’s rights: early marriage and challenges for change

Meeting of Experts and Mediators within the Task Force Initiative

As part of the Task Force initiative to advance the rights of Roma women in Ukraine, representatives of the Roma Women’s Fund “Chirikli,” together with the Council of Europe Office in Ukraine, independent experts, and Member of Parliament Nelli Yakovlieva, met with Roma mediators and representatives of civil society organizations to discuss the complex and sensitive issue of early marriages.

Legislative Changes and Challenges for Roma Communities

Ukraine is currently undergoing a legislative review to align with European Union standards. As part of this process, amendments to the Family Code may be introduced, directly impacting the legal age of marriage. At the same time, in many Roma communities, customary law continues to play a significant role, particularly in marriage traditions.

Current Situation: What Changes Are Taking Place?

During the meeting, participants analyzed the current reality: the average age of marriage in Roma communities is gradually increasing, but the issue of early marriages remains a pressing challenge. This is why educational outreach and awareness-raising efforts are critically important.

The Role of Roma Mediators in Driving Change

Special attention was given to the role of Roma mediators, who serve as key agents of change within their communities. Mediators from the Roma Women’s Fund “Chirikli” have been working in Roma settlements for over a decade. They have earned a high level of trust and can openly communicate with women, girls, and their families, helping them gain access to information about their rights.

What Is Needed for Meaningful Change?

Change can only happen when communities themselves become the driving force behind these transformations. This is why supporting mediators, raising awareness, and fostering open dialogue are essential steps toward protecting the rights of Roma girls and young women.
