Civil Society Voices in Ukraine’s Preparation for URC 2026

On 19 February, a working meeting was held with the participation of Taras Kachka, the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, Kateryna Levchenko, Government Commissioner for Gender Policy, and representatives of civil society organizations.

The Roma Women’s Foundation “Chirikli” joined the meeting as part of ongoing civil society engagement in shaping Ukraine’s international agenda.

The discussion marked an important step in Ukraine’s preparation for the Ukraine Recovery Conference (URC 2026) and the United Nations Commission on the Status of Women (CSW 2026). In an open dialogue format, participants addressed Ukraine’s strategic priorities for international platforms, practical initiatives to be presented to the global community, and mechanisms for strengthened coordination between the government and civil society.

Inclusive recovery as a core principle

Participants emphasized the need to systematically include vulnerable groups in recovery programmes, including Roma women. Recovery efforts must be inclusive not only in principle but also in concrete policy decisions, budget allocations, and participatory mechanisms.

Chirikli’s engagement in URC processes

For the Chirikli Foundation, participation in the Ukraine Recovery Conference is a strategic priority. Since the first conference, the Foundation has consistently contributed to the process. During last year’s Ukraine Recovery Conference in Rome, the Foundation organized a side event in cooperation with the
Office of the Ukrainian Ombudsman, the Council of Europe Office in Ukraine, and Italian Roma organizations, focusing on joint approaches to protecting the rights of Roma women.

As Ukraine shapes its international recovery narrative in partnership with civil society, it is essential that the rights and needs of Roma women are clearly reflected as an integral component of a fair and inclusive recovery framework.
