Strengthening the Role of Civil Society in Implementing EU Policies
The purpose of the meeting was to strengthen systematic dialogue between the Government of Ukraine and civil society organizations in the context of fulfilling Ukraine’s commitments within the European integration process, particularly in the areas of gender equality, human rights, and social inclusion.
Participants focused on the implementation of European Union policies on gender equality, the protection of survivors of gender-based violence and violence in the context of war, as well as approaches to gender-sensitive, inclusive, and equitable recovery of Ukraine.
Particular emphasis was placed on the role of civil society organizations in shaping, monitoring, and implementing public policies in line with European standards.
Dialogue with the Government on Equal Rights and State Responsibility
Vice Prime Minister Taras Kachka emphasized the importance of open and honest dialogue on equal rights and opportunities, highlighted the responsibility of the state in the field of human rights protection, and underlined the key role of civil society in advancing European approaches and standards.
Advocating for the Needs of Roma Women and Communities in Recovery Processes
The Roma Women’s Fund “Chirikli” stressed that without systematic consideration of the needs of Roma women, Roma internally displaced persons, and Roma communities, it is impossible to speak about fair and inclusive recovery of Ukraine.
Since 2014, the Fund has consistently advocated for the inclusion of the needs of Roma IDPs in humanitarian response and recovery programs. Since 2022, “Chirikli” has become the first Roma organization to prepare and present analytical reports on Roma women and Roma communities in Ukraine in the context of the full-scale invasion.
These reports pay particular attention to issues of security, access to humanitarian assistance, housing, healthcare, and protection from violence.
Principles of Inclusive Gender Policy and Ukraine’s Recovery
The “Chirikli” Fund is convinced that Roma civil society organizations must be fully involved in Ukraine’s recovery processes and that gender equality programs should be inclusive and consider the needs of Roma women and men, as well as other marginalized groups.
The implementation of European Union policies should be based on a human rights–based approach, with real mechanisms for community participation in decision-making processes.
The Roma Women’s Fund “Chirikli” continues its advocacy efforts to ensure that Roma women and communities are visible, heard, and included at all stages of recovery and Ukraine’s European integration.
The Fund expresses its gratitude for the invitation to participate in the meeting and for the open dialogue, and looks forward to its practical continuation.
