The Roma Women’s Foundation “Chirikli” participated in consultations with civil society organizations as part of the preparation of the Council of Europe Action Plan for Ukraine “Democratic Security for Ukraine” for 2027–2030. The consultations were held in Kyiv and brought together key institutional partners and stakeholders.
The event formed part of a national dialogue aimed at defining priority areas of support for Ukraine in the fields of human rights, institutional resilience, and post-war recovery.
A strategic period for Ukraine
The period 2027–2030 will be crucial for Ukraine. It encompasses the continuation of reforms, the implementation of commitments related to EU accession, post-war recovery efforts, and the strengthening of public trust in state institutions.
During the dialogue, participants discussed the systemic changes required to advance democratic governance and the type of support the Council of Europe can provide to facilitate these reforms.
Priority areas identified
Participants highlighted several key priorities for the upcoming period:
— protection of the rights of national minorities;
— implementation of the Strategy for the Promotion of the Rights and Opportunities of Persons Belonging to the Roma National Minority until 2030;
— strengthening local democracy;
— protection of the rights of internally displaced persons;
— transparency, accountability, and human rights as the foundation of recovery policies.
Partnership with the Council of Europe
The Council of Europe Office in Ukraine has been a long-standing partner of Ukraine in promoting democratic development, strengthening institutions, and aligning legislation with European standards in the field of human rights protection.
